I assuming limit breaks are allowed seeing as nothing was said against them.
Hartz uses limit break, Meditation! He cannot do anything next turn. Special effects will activate after his next turn. MAG, DEF, and SPT will all double. From this, Hartz' STR is down to 23 and he take [48 damage]

Vincent twirls in a loop, raising his gun over his head and closing his eyes. After a moment, he opens his eyes again and aims Cerburus on Hartz. After getting a precise aim, he shoots 3 times in Harts' arms and legs. He uses Limit Break 2: Multi-Shot!

Vincent jumps back, and narrows his eyes on Hartz for this technique. After a few moments, Vincent then raises a palm and calls upon Leviathan to attack Hartz.

HOWEVER...since Quistis has Higher Dex and was supposed to have gone first...
Turn 1: Quistis uses Enragement Doubling her stats.
Tur 2: Quistis uses Leviathan herself on Kail in retribution
[3.5 x (56x2) + (88 x 2) = 568 - 35 = 533 total damage

Kail looks at her then pulls out his weapon and uses his Limit Break Rune Burst.
ATK 45+3=48x2=96-30=69x2=138. Quistis can not attack the next turn.
Turn two uses a Hi Potion.
OOC-Sorry the lack of sleep was geting to me I'll be a bit better on it next time.

Quistis wanting to end this efficiently uses Lashes of Pain as he whips smashes across Kail's body
[56 x 2 = 112 from Enragement x 5 = 560 base damage - 50 Def = 510 damage]

takes one planet rune that Kail has and gets a ability for only that fight and they are not added to the next fight, these are chosen by random. role a 10 side dice. If hit by another element that Kail is oppiste to will take x2 damage. His weapon form is also fixed for that fight. Also Kail can not attack during that turn after he uses his limit break.
Mercury the element Ice is added to Kail's attacks/weapon type Rod-1
Venus-element none drains 10% Hp and MP from a enemy and adds it to Kail, role a dice and if that number is even number drains Hp if not the enemy takes 10% Hp and MP from Kail/weapon type sigmented wihp-2
Earth-the element of earth is added to Kail's attack/weapon type Ax-3
Moon-Holy is added to Kail's attack/weapon type boomerang-4
Mars-Fire is added to Kail's attack/weapon type longsword-5
Jupiter-Thunder is added to Kail's attack/weapon type nunchaku-6
Saturn- element none cuts enemy Hp when Kail attacks role a dice if that role can be diveded by 5 the HP will be cut if not deals .5 more damage to the enemy/weapon type swallow-7
Uranus- Wind is added to Kail's attack/weapon type twin knifes-8
Neptune-Water is added to Kail's attack/weapon type trident-9
Pluto-Darkness is added to Kail's attack/weapon type sythe-10

The orb breaks but there is a massive change to Kail the Mark of Venus is on her head. "Oh man I hate it when I'm in this form now I'm a girl" it seams that when Kail uses this rune his gender is switched.
